The white cane is a powerful symbol of independence for people who are blind or have low vision. White-cane ordinances, first passed in the 1930s, protected visually impaired pedestrians. By granting anyone walking with a white cane the right-of-way, the regulations made mobility safer. But due to predjudice, blind people were still excluded from many restaurants, hotels, and public spaces.
